Pierce Carson, President, 1128 Pennsylva- nia NE, Suite 200, Albuquerque, NM 87110-7437, proposes to renew and modify the discharge permit for the discharge of up to 246,000 gallons per day (gpd) of tailings slurry to the Tailings Impoundment. Other facilities covered under this discharge permit include: one portable crusher, three coarse ore stockpiles, one fine ore stockpile, one fine ore pad, one Mill Site Stormwater Pond, three concrete and HDPE lined decant cells, a dry stack tailings facility, and one 400 ton/ day floatation ore concentrator. In addition, up to 1000 gpd of treated domestic wastewater will be dis- charged from a package treatment plant to the Mill Site Stormwater Pond. The modification includes increasing the Tailings Impoundment dam height and impoundment capacity, increas- ing the permitted discharge volume to the Tailings Impoundment from 200,000 gpd to 246,000 gpd, con- struction and operation of three de- cant cells, construction and opera- tion of a dry stack tailings facility, and authorization to process ore that may be acid generating from sources other than the Summit Mine. Potential contaminants in the tailings slurry derived from the crushing, milling and floatation of gold-bearing ore include metals, TDS, and sulfate. The 13.6 acre Banner Mill Site is located ap- proximately 4 V2 miles southwest of Lordsburg in Sections 14 and 23, T23S, R19W in Hidalgo County, New Mexico. The depth to ground water is approximately 793 feet below ground surface and has a total dissolved solid (TDS) concentration of 1800 milli- grams per liter (mg/I).
