Section 6. In making a declaration of candidacy, the candidate for membership on the Board shall submit a sworn statement of intent in substantially the form provided in Section 1-22-8, NMSA 1978. Section 7. A person who desires to be a write-in candidate for membership on the Board at such Election shall file with the County Clerk of Hidalgo, a declaration of intent to be a write-in candidate before 5:00 p.m. on December 28, 2010, being the thirty-fifth day preceding the date of the Election. The tax contemplated by the capital improvements tax question shall be in addition to any tax imposed under other laws to pay debt service or for any other purpose. Such capital improvements tax shall be authorized pursuant to the Public School Capital Improvements Act, i.e., Sections 22-25-1 through 22-25-10 NMSA 1978 (being Chapter 5, Laws of the New Mexico. 1975. Special Session, as amended and supplemented). Section 9. A person is a qualified elector of the District if he or she is a citizen of the United States, at least • 18 years of age on the day of the Election an d a resident of the District on the day of the Election. In order to vote, qualified electors of the District must have previously registered with the County Clerk of Hidalgo County or any voter registration agent in accordance with law. Any qualified elector of the District who is not now registered and who wishes to vote at such Election should register during regular office hours prior to 5:00 p.m. on January 4,2011, being the twenty-eighth day immediately preceding the Election at the office of the County Clerk of Hidalgo County, at the Courthouse in Lordsburg, New Mexico or by any registration agent at a designated agency as provided in Section 1 - • 4-47, NMSA 1978 and 1-4-48.
